Ōnusa are used by Shinto priests, or kannushi (神主), when performing rituals. The zig-zagged paper is used as part of play on the word kami. In Japanese, the words for "paper" and "god/spirit" are pronounced the same (kami) but written with different Kanji.

paper = 紙
god/spirit = 神

Also, the hair on your head is also pronounced kami but written as the following: 髪

The bells (suzu) of the main hall (honden | 本殿) at Sumiyoshi Shinto Shrine (住吉神社) in Shimonoseki City (下関市), Yamaguchi Prefecture (山口県). When people come for their New Year's visit to the shrine (Hatsumōde | 初詣), they ring one of the bells when they pray and pay their respects to the kami, or deity (神) of the shrine.
