Ōnusa are used by Shinto priests, or kannushi (神主), when performing rituals. The zig-zagged paper is used as part of play on the word kami. In Japanese, the words for "paper" and "god/spirit" are pronounced the same (kami) but written with different Kanji.
paper = 紙
god/spirit = 神
Also, the hair on your head is also pronounced kami but written as the following: 髪
